Import/Export Administrator 3
L3 Import/Export Administrator will ensure that the L3 Division meets regulatory, corporate and division export and import compliance requirements while achieving business goals. This position reports to the Manager, Global Trade Compliance and provides support to a variety of international and domestic programs. This position requires significant experience in and working knowledge of all relevant export and import regulations.
General Roles and Responsibilities:
Responsible for import and export shipments of materials entering into and exiting L-3 in a compliant manner. Activities include but not limited to filing shipments in Automated Commercial Environment (ACE), a US Customs and Border Protection (CBP) system; preparation of Shipper’s Letters of Instructions to Freight Forwarders; assignment of Harmonized Tariff Schedule (HTS) number determination, identifying export regulatory requirements, including correct usage and maintenance of export licenses issued by Department of State and/or Department of Commerce; proper use and documentation of use of export license exemptions and/or exceptions; review and use of proper valuation methods, and country of origin analysis.
Draft, review and submit Technical Assistance, Manufacturing Licensing Agreements, Export and Import Licenses for approval to the U.S. Department of State and the U.S. Department of Commerce.
Reviews on the jurisdiction and classification of L3 and OEM products, services and data, obtaining Commodity Jurisdictions and processing Commodity Classification Requests as needed;
Assist with the development of licensing strategies for the international marketing, sales, support, offshore procurement and manufacturing of defense articles and Commerce-controlled items. Will support Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) programs.
Interact with engineers, product managers, buyers and procurement analysts and review product descriptions, technical data, OEM sites, and other resources to determine correct classification of goods being imported or exported.
Identify and address all government agency requirements for imported or exported products. Provide direction related to rules of origin for country of origin determination, reporting, and product marking.
Identify and escalate Red Flags related to any proposed export or import
Support the monitoring, maintenance, and retention of records and documentation for import and export shipments in accordance with local regulations and L-3’s internal policy
Understand and remain current with the provisions and requirements of L3 policies, procedures and U.S. Government Export/Import Laws and Regulations.
Ensure that all requirements are met prior to the use of an Exemption under the International Traffic in Arms Regulations (ITAR) or Exception under the Export Administration Regulations (EAR), to include recordkeeping and reporting.
Respond to daily classification inquiries from customers, vendors, government agencies, customs brokers, and others.
Provide direction related to rules of origin for country of origin determination, reporting, and product marking.
Provide guidance and oversight to supply chain management on all controlled import/export transactions.
Research and provide information required for customs clearance.
Prompt processing of daily shipments as assigned

Bachelor Degree with a minimum of six (6) years of relevant experience or an equivalent combination of education and experience.
Experience working in a regulatory environment (ITAR and EAR) in the aerospace/defense industry desired.
Experience in SAP, EASE desired.
Must have good organizational skills, as well as, good verbal and written communication skills.
Demonstrated ability to read, comprehend, interpret and follow complicated written and verbal instructions, interpret regulations, and the ability to communicate both orally and in writing at a professional level.
Keen attention to detail; demonstrated organizational skills.
Proficiency in Microsoft Office; OCR EASE and Visual Compliance a plus.
Transportation/logistics background preferred.
Position requires the ability to obtain and maintain a DOD Security Clearance, which requires U.S. Citizenship.
