Job Description

The Labor Relations Representative administers the provisions of the collective bargaining agreements represented at Bell Helicopter. This position advises and assists management in a variety of areas including agreement interpretation, grievances, disciplinary actions, arbitrations, negotiations and settlements and other related duties as assigned. This position reports to the Director, Labor Relations.

Key Areas of Responsibility

  • Interprets collec­tive bargaining agreement provisions, rules and regulations; counsels management on labor relations issues; provides recommendations, alternative solutions and/or specific actions.

  • Assists with grievances, disputes and disciplinary actions; confers with employees and labor representatives; researches facts and past practices; makes recommendations and/or assists with resolution.

  • Assists with arbitration proceedings; researches and determines facts; confers with legal staff; briefs witnesses for hearings; prepares formal documentation; implements resolutions.

  • Assists with the coordination of negotiations; prepares schedule; conducts studies and performs research on positions and issues; evaluates alternatives and recommends solutions; prepares contract language and partici­pates in negotiations.

  • Reviews and disseminates collective bargaining agreements; revises policies and procedures based on negotiations; documents changes and maintains records.

  • Provides advice and counsel to management on contract interpretation and application, issuing discipline, work rules, past practice, leading a unionized workforce, etc.

  • Develops and conducts employee/labor relations training as needed.

  • Trains management and supervisory personnel on new contract agreements, changes to policies and procedures and proper documentation techniques.

  • Evaluates trends, practices and patterns in labor relations; analyzes data; prepares reports and docu­mentation; recommends modifications to programs, policies and procedures; maintains accurate information, documentation and records.

  • Identifies and implements process improvements.

  • Responds to and resolves employee inquiries in a courteous manner; provides information within the area of assignment.

  • Performs a variety of special projects relative to assigned responsibilities.

  • Attends and participates in professional group meetings; stays abreast of new trends, legislation and innovations in the field of labor relations.

  • Ability and willingness to establish and maintain effective working relationships between management and local collective bargaining units.

  • Performs any other duties as assigned

Qualifications

Skills and Experience

  • Bachelors degree in Labor/Industrial Relations, Human Resources, or related discipline is preferred; consideration will be given for related work experience.

  • Minimum of 3 years experience working in Employee and/or Labor Relations environment.

  • Knowledgeable in applicable federal and state employment and labor relations regulations (i.e. FLSA, FMLA, USERRA, EEO, NLRA, Taft-Hartley Act, etc).

  • Methods and techniques of negotiations, grievance/arbitration procedures and conflict resolution, including mediation and other dispute resolutions methods

  • Experience in applying the principles and practices of labor program development and administra­tion.

  • Capable of developing relationships with and gaining the respect of unionized employees and union leadership.

  • Experience working in manufacturing and/or aerospace preferred.

  • Excellent analytical skills and ability to manage competing projects.

  • Adept at prioritizing workload, meeting deadlines and working effectively with managers.

  • Proficient in Microsoft Office Suite (Outlook, Excel, Word, PowerPoint) and HRIS systems.

  • Strong communication, written and interpersonal skills; ability to work and communicate effectively with a wide range of individuals and at all levels of the organization.

  • Ability to multi-task, set priorities, present information in a professional manner and work with all levels of the organization.

  • Accustomed to dealing with and being responsible for confidential and/or sensitive information.

  • Ability to work as part of a team in a fast-paced environment and willingness to help all members of the department.

  • Experience working in Human Resources within a union environment.
