Job Description: Raytheon Space and Airborne Systems (SAS) seeks experienced Supply Chain professionals for their PWB/CCA/ Electro-Mechanical Integrated Category Team (ICT) lead sourcing position. You will be responsible for developing, updating, and implementing long-term sourcing strategies for technologies critical to the SAS business, focused on Printed Wiring Boards (PWB), Circuit Card Assemblies (CCA), DC & RF Backplanes, Flex Interconnects, and Electro-Mechanical Integrated Chassis to include negotiating complex agreements. This will require detailed analysis of Raytheon-wide spend profiles, understanding the Engineering Mission Area and Technology Area roadmaps, identification of technology gaps not covered by internal research and development funding, and performing supplier capability analysis to minimize any supplier/technology gaps within the next 2 to 5 years. As the ICT sourcing lead you will be responsible for handling the assigned category end to end sourcing operations. The successful candidate will be able to appraise and improve our sourcing activities. Optimize sourcing procedures to attain maximum efficiency. Analyze and calculate costs of procurement and suggest methods to decrease expenditure. You will lead a cross functional/cross business team to meet business objectives, collaborating with all ICTs where technologies and products overlap. Responsibilities will include, but are not limited to: Support Business and Supply Chain initiatives in driving improved affordability, efficiency, and supply base performance by leading Strategic Sourcing activities in the development and execution of long-term commodity/category strategies that are aligned with Engineering Technology and Product Development, as well as Business unit AOP goals and objectives. Foster and maintain effective collaboration across the business areas, specifically within Supply Chain and Engineering, and across enterprise teams to ensure full integration of best practices to accomplish objectives. Demonstrate and be recognized by Engineering, Supply Chain, Program Leadership and others as the organization that identifies sources of supply for the technologies they source Be knowledgeable about the technology and industry they source including RTN engineering and supplier technology roadmaps Assist in evolving preferred supplier lists aligned with Raytheon technology roadmaps Influence cross functional business team to implement defined sourcing strategies and to achieve strategic goals Increase preferred suppliers’ performance of key metrics (supplier performance, price reductions, etc.) Conduct supplier development initiatives, including, but not limited to: diversity management, utilization, capabilities & technology growth Work closely with Raytheon businesses and programs to find and develop opportunities for price reductions Identify and lead program cost reduction opportunities/initiatives (CRO/CRI) Collaborate with other Raytheon business units to find synergies and leverage within the supply base Required Skills: 10 years of experience in supply chain, strategic sourcing, subcontract management, material program management or related experience Experience within Aerospace or Defense Industry creating and managing strategic sourcing categories under DoD regulations. Experience with FAR, DFAR, ITAR, Price Analysis, Cost Analysis, Corporate Wide and Long Term Agreements, Experience with 3D Negotiations on Domestic and International Proposals, exceptions to Terms and Conditions, Negotiation of Price and other business terms Experience in leadership roles interfacing with both internal and external clients including senior leadership, as well as working with groups across functions Experience assessing suppliers’ capabilities, identifying opportunities to improve affordability, and addressing Raytheon’s technical needs Experience with risk management, lead, facilitate, and apply judgment - identify problems, engages appropriate stakeholder, and drive solution Experience supporting proposal efforts and review of bill of materials to define sources of supply within their technology focus areas Experience in reviewing/writing comprehensive Supplier Statements of Work (SSOW) Experience developing and delivering presentations (verbal and/or written) to key stakeholders Proficiency in Material Resource Planning tools such as SAP/PRISM Proficiency in Microsoft EXCEL, WORD, PowerPoint, MS Project U.S. Citizenship status is required as this position will need the ability to access US only data systems. Desired Skills: Strong analytical skills sets and the ability to apply critical thinking in every step during the sourcing process The ability to influence the design engineering communities, program leadership, and the Supply Chain organization in the sourcing technology focus areas Knowledge of how internal and customer technology research and development (IRAD/CRAD) impacts SAS and RTN, i.e., technology roadmaps and how the current supply base supports and perform gap analysis of any challenges Ability to develop, deploy, and update sourcing strategies/goals to support the needs of the business Ability to provide technical analysis of specifications/requirements on products within commodity focus areas, as well as an understanding of vertical requirements within the system it feeds Able to coordinate engineering design studies that identify a program’s ability to adjust requirements, specifications, and drawings to allow for competition or other affordability opportunities Support best value source selection (BVSS) processes including internal may/buy/where process/analysis and conducting Should Cost Analysis to answer ‘What did it cost? What should it cost?
